losing inheritance

I have a number of modules designed to run in an AICC-capable LMS. Our client has requested a copy to run on CD-ROM. I've opted to just convert from AICC to HTML and users can run HTML off the cd with a browser.The problem is that when I convert from AICC to HTML, something like half of the pages in the module lose inheritance settings. It's the same thing that happens when you copy a page or section from another lectora file into your current version. Inheritance gets set to "Exclude" but no objects are set to be excluded. However, many graphics are no longer visible on the page, and actions lose their targets.Can anyone say why this happens?
