Limit Size of Table of Contents Display

I am developing a course with a rather lengthy Table of Contents using Tree View, with Transparent frame and Show pages selected. Our standard course template specifies a size for the TOC and the Size/Position locked property is selected. However, when published to SCORM, if the user expands multiple chapters while viewing a particular page, the TOC height expands indefinitely, down into the bottom banner and even off the end of the page.
