Legacy Title displays incorrectly published in 16.2

I have a legacy title published in L11 that when saved in my new L16.2 incorrectly displays text boxes when published in 16.2. In the L16.2 edit mode it displays correctly (see Snagit capture LD-edit_mode.png); however, once it's published for offline it displays significantly changed in box size and location (see LD_Pub_Mode.png). Text box is locked. This problem is pervasive through out the newly saved legacy title.
