Lectora X - Closed Captioning?

I see that new features are suposed to include "Enhanced 508 Compliance" including "FLV Closed Captioning - Easily make FLV videos 508 compliant by adding closed captioning." I see that I am able to define an external XML document as the caption file however, I am wondering how the "Closed Captioning" works.

The captions are indeed displayed on the video but that in and of itself is not Closed Captioning. I do not see any way to toggle the captioning on and off via any of the skins available for the player. Nor can I see any available actions or targets that would alllow me to do this via a button or other object.

What this means to me is that in fact Open Captions, not Closed Captions, are available in Lectora X. If anyone knows a simple way of changeing this or being able to use my own flv playback component skin? Keep in mind that I must publish to Single file Executable as well as to HTML ... if I only had to publish to HTML I could make changes easily enough.
