What version of SCORM are you selecting when you publish out? Is SumTotal giving you any sort of debug logs to look at to see what is occurring when you attempt to launch the course? It sounds like it is not even getting to the content itself and that it may just be launching the SumTotal wrapper and not able to advance from there.
