Launch exe to specific cooardinates?

Users will have a minimum 17 inch monitor and screen resolution of 1024 X 768. On some systems, the exe launches slightly below the top of the computer screen causing scroll bars to appear. The user has to pull the course window up to eliminate the scroll bars. The client would like this to happen automatically.
