Is question feedback 508 accessible?

I am developing a course in Lectora v11.2. The course MUST be 508 compliant. It is my understanding that the True/False and Multiple Choice questions generated in Lectora are 508 accessible-- i.e., they can be read by a screen reader and in the proper order. But the question feedback is presented in a pop-up window. I thought that pop-up windows are not 508 compliant. Is that True or False? ;) Are Lectora's True/False and Multiple Choice questions and their feedback both 508 compliant?

By the way, Rhonda Willis' recorded webinar: "How to Put the Zing in Accessible e-Learning" is an EXCELLENT resource for 508 information, but she does not mention the built-in Lectora questions.
