I believe that there is no way to move an element outside of the bounds of the project. There is no "stage" where things can move on or off.
So, if you want to zoom in on a section, you may have to crop the image and use that instead.
If you want a scrolling image, then I'm not sure what to tell you. You could make a SWF to place in your Lectora title. If you have Flash, then you can do this yourself. Otherwise, you might be able to find a program that'll convert an image into something that you can pan and zoom.
