how to supress bookmarking (last location) in an test chapter?

As part of our standards, we need to have a learner return to the test introduction page and never bookmark on a test question page (or the results page if possible). We've been editing the start page of the WBT to check the bookmark location HTML page and redirect if it's on a test question - but this is pretty inefficient. Is there a better way to set this up that we can replicate and doesn't require editing the SCORM package with every publish?
