Hi Kent, whilst I don't proclaim to understand the ins and outs of Lectora I think this sounds more complicated than it actually is.
If we take your 21 questions, each question would be worth 4.761 %, so to achieve a minimum passing score of 11% the user would need to answer at least 3 correctly.
