Fonts rendering badly

What would cause a font to start rendering badly after looking fine in previous "save as" versions? The font I'm using is Verdana, 9pt white on a blue background and it looks very jaggy and chewed up after publishing and uploading. I have the text box rendering as an image because the text has bullets and they don't align correctly in some browsers if I don't save the text as an image. It almost looks like a .gif that is being squeezed into a smaller size.
