Flash Navigation Interface?

What are you publishing to? In HTML it would be possible to set up a frameset and have the menu in the left hand frame and course in the right - that way the menu frame never reloads. A flash menu would work, but would still have to be loaded into each page - it would be cached though so it shouldn't take much loading time after the first page. What are you publishing to?
