Flash always not layering

I used to develop with lectora a while back but have just gone back to using it and the newer version. The problem I seem to be getting is whenever I import a flash animation it shows as being under a graphic (which is what I want) but then when I publish it, it appears on top?!
I have sent it to the back and made the grapic that is meant to be on top has been selected as 'always on top'
Any suggestions at all as I am clueless as to why when on one screen it works then when publishing it, it's not.
