Executing an external program

When publishing to html with the launch document/program action it also does not work. When I roll my mouse over the button at the bottom left of the screen it says javascript: void(null). I can't click on that. If I change the command to go to web address it will work however I get the standard Microsoft message boxes, first do I want to run or save the file and then that the publisher could not be verified am I sure I want to run the file.
