Enable Responsive Title

Please help.
My Enable Responsive Title is ticked, however, the option to scale for mobile in landscape mode is grayed out.
Your assistance is massively appreciated. Thank you!

Beside the two landscape icons at the top are nonstandard on/off toggles. (For some reason, interface designers think it's bad to use standard checkboxes and invent their own, less understandable, controls.) In this image, I turned off landscape for the tablet mode to show what I mean:
