Drag and Drop vs. Hotspot

Hello All, I was wondering if someone could help me create a page where the user drags a post it note images to a clipboard image. I tried designing as a drag and drop question and a hotspot and could not get it to work. Also is there any way to expand the hotspot area? (green dot) :- Thanks! Cheryl
