No, it should NOT snap back. This would make D&D questions way too easy. Most learners are adults and want to try this and that. Yes, they could with snap back but there is no real risk. I agree with Michael Allen in that adult learners should be put at some risk of making mistakes. It makes the question more challenging and the course more engaging. If you really have to have that, try separate D&D questions for each drag item. Try with 2 first and see if it will work having the drop locations overlap.
