Drag and Drop not working in browser

I have an assessment that I created in Lectora with a drag and drop question. The question has a jpg and I have configured Lectora so I can drag the appropriate answers to boxes located onthe jpg. When tested in Preview mode, it works properly in Lectora. When I Publish it to html and run it in my browser, it is not treated as an interactive question. Meaning that when you grab the text and try to drop it on the box on the jpg, your "hand" mouse pointer changes to a regular mouse pointer and in the top left corner of the jpg you get icons to save, print, etc the jpg itself. Also, even though you see the "hand" mouse pointer when on top of the words, the words do not move when you try to drag them. I have looked at all sorts of settings and can not figure this out.
