drag and drop

I have created 2 images of the lung...one representinga lung with emphysema and the other chronic bronchitis.I have 8 symptoms (text boxes) that need to be dropped onto the lung to which the symptom (infection, cyanosis, weight loss..etc) applies. Is it possible to just drag and drop the text boxes anywhere in the image without creating a hot spot for each text box. Then have them click on each lung to see the correct answers in a popup. Using the regular drag and drop with the hot spot they must put them in specific order and the hot spot has to be exact.
