Just an off-the-top-of-my-head suggestion...Since you don't want the learner to immediately use the feedback you provide (by changing their answer), how about putting your feedback for all of the questions on a separate page at the end of the course? That way, they can review all of their answers and the feedback for each, once they've completed the course and gotten their score.
