Dictating LMS Launch Window Size

I feel like I'm gettin' the ol' college run-around re: what dictates launch window size from the LMS. I just read in a post here that said the LMS dictates this. I talked with my LMS provider who says that he can quote me chapter and verse from other authoring tools, like Articulate, that dictate the launch window size. I also called in to the trivantis support line and was told to add this java script to my course as an External HTML Object to control launch window size, and it didn't work:So "Who's on first" with this issue?
