New title? That is a Lectora term for a Lectora file. You can't design it in any tool other than Lectora.

Now, if you mean you a graphic that will appear in the title, .gif, .jpg, .png. .bmp. Know that transparent parts of a .png will show a light blue-gray when using Lectora 9 or before in IE 6. IE 7 handles .pngs just fine and Lectora X solved the problem for IE 6.
