here the answer of the Trivantis support:
It does appear there is a issue with the exe publish.
Until we fix this issue a temporary work-around would be to simply modify each of the German strings in the "Default Publish Strings" string set or create a new string set. Each string that is used from the string set would have to be modified. Simply add a space to the end of each string (or some other trivial change). This would force the EXE code to use the newly modifed strings that would be in German.
