I could be built with AS3 and Flex or AS2 and flash 8. Either way you are basically just building an FLV player with some added functionality. To put something like that into Lectora you would import the .swf file as an animation and then set some parameters to point to a file (probably an XML) that held all of the data about which links should apper, and what videos it should play.
