I will try to answer from my own experience, and what I have seen before.
Did the 2 employees use different browsers? Did they answer the same questions in the exact same way? Perhaps its a local setting. This happened to our courses just once, and it turned out to be a super-strict firewall that would not allow this user to post anything, literally anything at all. Check to see if it is computer-related, by letting the user retake the test on another machine, with the same account.
This sounds like an overriding mastery score on the LMS. After all, the LMS usually desides what it should do with the score it is given. For example, when you set the mastery score to 70 in the course, but it is 60 on the LMS, and score of 60 or more will be interpreted by the LMS as "finished".What could be the case too, is that some employee somehow got to the page that sets the score to complete, even though they should not have got there in the first place. You should check to see if it is possible to do.
Bookmarking like masteryscore is a variable that needs to be accepted by 3 different programs. The LMS must be set to jump into a course, instead of reloading it. The course needs to accept jumping into it and last but not least the browser/system of the client needs to be able to jump in there.Sure hope this helps just a little.
