Cookie Expiration

I have a refresher course (HTML, not LMS) that needs to be taken once a year. The user has three tries to pass the test before they fail. In a couple cases people are being kicked out saying they have already taken the test three times and I'm thinking that it may be because the cookie still exists from the previous year. How long is the expiration for the cookies and can it be changed?
The course works fine in our LMS, but these people are offsite & don't have access to the LMS so they're taking an HTML version.
