Changing contents of the imsmanifest.xml

Why is Plateau requiring this change in the first place? Within the "SCORM 2004 3rd Edition Conformance Requirements Version 1.0" document, available here: http://www.adlnet.gov/scorm/20043ED/Documentation.cfm. It mentions under REQ_30.5.3.1, the following:
Quote:
element's value shall be set to the restrictedcharacterstring token:2004 3rd Edition
Changing this to any other value would cause the content to be non-conformant.
