Can we attach actions to drop events?

I need to create an interaction with 48 draggable items that can be dropped into six buckets (drops). It is a sorting exercise, so there are no wrong answers. In fact, the learners are encouraged to "re-evaluate" their choices throughout the sorting process by dragging already placed choices to new drop areas when desired.
The pre-built drag-and-drop test question fulfills all of the above requirements. However, I also need to...
- Cap each drop area at a maximum of 10 dragable items,
- "fan out" the placement of dropped items so that they stack vertically within each drop area, and
- Have the ability to "reflow" drop areas if the learner removed an item from the middle of an existing stack.
I think all of this could possibly be accomplished with variables and action groups, but I have no idea if any of this could be triggered "on mouse up" or within a test question.
Does anyone know if this is possible?
Should I create this exercise outide of the pre-built drag-and-drop question?
Should I create this exercise in Flash?
Any advice is appreciated!

This sounds like an interesting sorting exercise!
At this time there is no method to limit the number of drag items in a drop zone, or "fan out" items placed within a drop zone. You can un-check "snap to center" and the items will stay wherever they are dropped in the zone, but not distribute them in any organized fashion, such as stacking them vertically. If a learner moves an item out of a drop zone it will return to its starting place on the page.
These are interesting suggestions for a future enhancement. Thanks!
