Typically they take on the color of the text. If your lines are one line long (do not wrap to a second line) then you can put a blank at the end of the line, select the blank and the rest of the line (the carriage return) and change its color.
If your lines wrap, then you have to go to a table. Put the bullets in the first column and your text in the second.
