bulleted list just don't work

I've searched the forums and have tried it all! Bulleted lists just don't work.... I've tried using tables, rendering as image, deleting text boxes and starting over, pasting unformatted text from notepad etc. When viewed on the web the format is all wrong. This needs to be fixed!!
