Branching

I am trying to build a course that branches and I am getting the following error message when publishing to CourseMill:
"The SCORM/Web-based standard restricts the author from creating links between multiple AUs. On the Web, the transitioning between AUs is a function of the LMS."
The course is a straight line covering core topics, then it divides into 2 locations, the user selects the location.
When that location is complete the next page is a review page.
If the user needs to see the other location there is a link to the first page of the 2nd location.
I excluded inheritance at the end of each location and the added action is to go to the review page.
Can anyone help with this?

Make sure that you are not jumping between Assignable Units. Rather use one AU.
