Blocked Content In HTML

I am trying to figure out an issue with a course that I published to HTML. I have published other courses and they work just fine. However, I just tried publishing a new course and when you open the HTML file Internet Explorer blocks content.

The message is "To help protect your security, Internet Explorer has restricted this webpage from running scripts or Active X controls that could access your computer. Click for options."

The strange thing is that my pop up blocker is not even turned on. I am wondering if it is possible that I have something set wrong in my course or did something wrong when I published to html. It is just odd that my pervious courses work without anything being blocked. Any help or suggestions would be greatly appreciated!
