Anchoring images in scrollable text boxes in edit and preview mode

I have found that when inserting images into a text box with the vertical scroll enabled, they do not remain anchored but float around when using Edit and Preview modes. However, when published to HTML it renders correctly in the browser.

I tried to anchor them using a table inserted in the text box, with the images and their associated text inserted into the appropriate cells. Again, when scrolling the text box in edit and preview mode the images float, but when published in html it is correctly rendered.

When published an executable, the images float and do not remain anchored.

I am wondering if this is something I am doing wrong...
