When creating a hyperlink to launch a pdf, the pdf will not open in a new window. Therefore when the user closes the pdf, the entire course shuts down. I followed SteveR's approach listed above and it worked - thank you! Now the pdf opens in a new window.

Drag and drop your PDF onto any Lectora page. It will ask you if you want to add this file - say Yes.
Create an action to launch the pdf.
