Actions attached to an object or not?

Unless it's in an Action Group, an Action is always attached to something. If it's not attached to an object, then it's attached to the page (or section or chapter or title).
So, if your action is at the page level, you need to define when it will fire. The typical page action will fire when that page Shows. It might be tied to a Keystroke action or on a Timer. If your action is on the page level and not firing, you need to look at the action and see when it activates.
If your action is within an Action Group, then it only fires when you Run the Action Group. It never fires on its own. You can assign an action(s) to an object to Run Action Group.
It's hard to give a solid answer to this question, since I don't know how your project is set up. If this answer is not sufficient, could you upload your project? If the information is too sensitive to share publicly, could you create a mock-up page that represents what you are doing?
