Action Group in Root Generates HTML in Javascript Function

I have a course where I have a simple Action Group that contains 2 Move Previous Actions. When I publish the course and launch it there is a problem. The index page doesnt render.

In the HTML file there is this:

function runGroup_og71211() {

}

Which of course will kill the javascript compiler so the page isnt rendered.

Any ideas on how to have the Action Group at the root and get rid of this?

Otherwise I am going to have to manually relink many pages.
