Accessible Course Menu

I'm in the process of creating two courses for a Federal agency and can't seem to find any guidance for how to create a course menu that meets accessibility requirements.

The built in Menu and Breadcrumb features in Lectora aren't compliant, so I'm wondering how have folks provided menu and/or other navigation options for learners. So far my search of the Help topics and accessibility topics in the community have not addressed this specifically.

I'm also a relatively new Lectora user, so any advice or reference to documentation is most appreciated!

Could you supply a visual example or describe in detail what you want or what would be compliant?

I'm looking for a way to provide open course navigation through chapters and topics that doesn't disrupt the "focus" of assistive technologies (which is the compliance challenge) and won't require too much screen real estate.
