Accessible and responsive menu?

Dear lectorians,

I am just looking for the best way to develop a template with non-linear menu in a course that should be responsive for desktop and mobile devices as well as accessible for users with screenreaders.

My question concerns the accessibility: As far as I have learned from tutorials, the menu object is not a good idea in relation to accessibilty. So I would offer the possibility to "skip to content" for users with screenreaders and skip the menu navigation. Of course they could navigate linear through the "next page" and "previous page" buttons.

Could an extra page with a table of content object be helpful? Even if the screenreader reads all the TOC, it would give an overview of the length of the course.

Any better ideas?
